On October 24 1946 with the ratification by 26 states out of 51 signatories of the United Nations Charter the United Nations came to live carring with him the General Assembly: the first world parliament of the history of human mankind. It will be formed by all United Nations member states representing a really pluralistic world vision overcoming eurocentrism. So United Nations General Assembly represents a turning point in the history of mankind because never before peoples from all over the world were assembled on a regular basis. This has been a good thing to build from 1945 onwards a better world with less war and more peace and stability through mutual knowldege overcoming lethal prejudices. 

General Assembly would meet anually on a regular basis but also could meet on a extraordinary basis called by Security Council or by the majority of his members (at the very begginings this number was 26). Its tasks are the ordinary tasks of a ordinary parliament deliberating about issues of world scope and also about issues related on world peace and security needing here the approval of Security Council in order to implement its resolutions. General Assembly makes world law related to issues of global scope acting as a ordinary parliament and by doing so as a trully global parliament but also elects the members of another important United Nations organs like Security Council, Economic and Social Council, Trusteeship Council and General Secretary by a majority of 2/3 of his members. Finally, General Assembly could amend United Nations Charter, World Constitution, by a 2/3 majority of his members including 5 Security Council permanent members.
